It was part of the package "kded", but it has been removed in KDE Frameworks
5.65.0.

But the main problem may be that some plasma 5.18 packages fail to build
(libksysguard5 at the bottom of the chain) and this resulting in a mixture of
5.17 and 5.18 packages, might get fixed by

So may close this specific bug. So may close this specific bug. Alright, so let's close it.
BUT related Raid5 openQA test is still failing for ppc64 (BE) TW 20200523 for new problem as per https://openqa.opensuse.org/tests/1236949#step/first_boot/11 (No Desktop, only the mouse arrow) That also differ from old bug 1051056 and bug 1160607 (where Desktop created) No idea at the moment, but feel free to file a new bug report about it.
