If that address is not assigned for a reason (as this is an installation option), sntp tries to sync with this. sntp OTOH is not smart enough to detect, that this address doesn't exist at all, and waits forever (well a couple of minutes at least..) for a response. This has some potential to circumvent proper booting. Since it does that on every boot, such a setting renders the system unusable. IIRC the reason had something to do with dial on demand, but the details escape me right now.
