What's the difference between "turn off computer" and "power off completely"?

ATX power supplies are turned on and off by a signal from the motherboard, initiated either as software generated ("turn off computer", "shutdown -P"), or by the front panel "Power" button. While an ATX power supply is connected to the mains supply, it always provides a 5V standby voltage so that the standby functions on the computer and certain peripherals are powered.
