ATX power supplies are turned on and off by a signal from the motherboard,
initiated either as software generated ("turn off computer", "shutdown -P"), or
by the front panel "Power" button.

While an ATX power supply is connected to the mains supply, it always provides
a 5V standby voltage so that the standby functions on the computer and certain
peripherals are powered.

Power of completely is by removing input (mains) power to the power supply,
either by switch (usually located on the power supply itself) or by
disconnection at the mains socket.
