It uses NetworkManager because wicked is not added by any pattern or the package is not added to the software section. So, in case that the default backend according to the control file and so on is wicked we probably should select the package to be installed, that is done if the confirmation dialog is run but not otherwise. That is something that we plan to solve in a general way as it is not specific to network but also to other modules, but we plan to fix it for SLE-15-SP4.
