The documentation mentions to install 'gcc-c++' and 'docbook-xsl-stylesheets'.
bugzilla.suse.com and bugzilla.opensuse.org are the same service. It does not matter which one is used.
Well I get: "Sorry, either the product openSUSE Factory does not exist or you aren't authorized to enter a bug into it." See attached screenshot. Very red color, which is not very inviting, is it?
The overall documentation cannot give the list of packages required to work with every yast module. I think it's the job of the configure script to check this and report errors.
The packages I mentioned looks like yast devel core packages to me (libzypp-devel yast2-core-devel). The configure script did not tell me, what to install.
