Bind 9.4 runs with the "named" user and /var/lib/named/master is owned by root: tron:/var/lib/named # ls -l total 40 -rw-r--r-- 1 root root 192 Jul 4 2001 127.0.0.zone drwxr-xr-x 2 root root 4096 Nov 15 23:30 dev drwxr-xr-x 2 named named 4096 Sep 21 22:34 dyn drwxr-xr-x 3 root root 4096 Nov 15 23:30 etc -rw-r--r-- 1 root root 158 Jul 4 2001 localhost.zone drwxr-xr-x 2 named named 4096 Sep 21 22:34 log drwxr-xr-x 2 root root 4096 Sep 21 22:34 master -rw-r--r-- 1 root root 2517 Sep 21 22:34 root.hint drwxr-xr-x 2 named named 4096 Sep 21 22:34 slave drwxr-xr-x 4 root root 4096 Nov 15 23:30 var If you're adding dynamic dns updates (ddns) in your master zone files bind wants to create his own *.jnl files for these updates. This is not possible if only root has the write permissions.
