This means those files need a manual update after this package is updated. The /etc/xdg/kdeglobals file is also the (in the documentation) recommended file for kiosk settings, which are now lost after update. I think if a user makes adjustments to these files, they should not be overwritten. The use case for me is kiosk. With the new branding package structure you can just lock the plasma5-defaults-openSUSE package with zypper.
I guess using %config(noreplace) would also be an option.
