From the other apper related bugs, I suspect there is an apper config file I can access directly somewhere(I have not yet begun to research that approach). Resolving this issue <may> also resolve a number of PackageKit reported bugs since it's likely that those problems are caused by apper kicking off PackageKit on its own unexpected schedule.
