This is specially uncomfortable when autohide is enabled: the user moves the mouse a bit up to stop the help tip, and of course, the panel hides too. But yes, at the right end it is worse. Notice too that this behaviour is not customizable from the panel properties window (right click on it). For example, open nautilus and move it to the right of the screen so that the last toolbar button is partly off-screen, then move your cursor at the top of this button to show the tooltip. The button is nearly not visible in this case too, like the issue you're having with gnome-panel. What I mean is that in the case of the panel it is even noticeable on the left side because the panel is a thin horizontal bar and the help tips try to keep inside the panel, occluding also other buttons.
