Like in the title. My Tumbleweed installation freezes when GRUB is booting the Linux kernel without an external charger plugged in. There are no error messages displayed (I have removed plymouth and rebooted it few times to be sure). It just freezes with a single _ showing up in the top-left corner of the screen. Could you give hwinfo output? I guess you can still run it on the changing state.

And do you see the similar effect on the already installed system? e.g. the system doesn't boot up when booted without power cable? Or if you unplug the power cable, does the system still run well?
If it's only about installer, it's a bit difficult to catch what's going there...
I think, I only see this on an already installed system, but I haven't really checked if it also happens on a LiveISO. The output of the LiveISO system above is from a system with connected charger. Aha, it wasn't clear from the description that you've faced the problem on the "installed" system. I thought you're hitting at "installing", but it was my misunderstanding, then.
Now the question is whether it comes from the kernel package or something else. To identify that, could you try to install Leap 15.2 kernel onto your TW system? Just grab kernel-default-5.3*.rpm from http://download.opensuse.org/distribution/leap/15.2/repo/oss/x86_64/
then install it like zypper in --oldpackage kernel-default-5.3*.rpm
then boot with it. If you can reproduce the problem with this kernel and the issue doesn't appear with Leap 15.2 system, it's something else than kernel package.
I have installed the OS from the latest Tumbleweed snapshot and booting the system without a charger works well. It works on both kernel-default-5.3.18-lp152.10.4.x86_64 and on the (currently) latest kernel-default-5.6.4-1.2.x86_64.
