I'm afraid your fix won't work (without having it tested ;-)
Adding "%ghost /var/run/vpnc" is only rpm cosmetics (so the directory is owned
by the package - if it exists).
/var/run/ is a tmpfs nowadays, so its content is lost on every reboot.
In other words: You have to re-create the directory /var/run/vpnc after every
reboot. You can do this
a) when starting vpnc (in the initscript / .service file) - or -
b) by dropping a file into /usr/lib/tmpfiles.d/ - see "man tmpfiles.d" for
details
