before systemd, a timeout would just let the boot continue without the crypted partition mounted (giving you a chance to mount it over ssh). maybe to get a similar behaviour now, try the "nofail" mount option
How would one enter anything via ssh? I'm sure the system just stops booting way before network is available. Looks like timeout=0 + nofail shows the graphical prompt longer. Still, why is that not the default?
