KMS is possibly broken with AGP cards in general (generic issue in latest kernels maybe?). So with vga param the fallback is fbdev driver, otherwise vesa driver. X logfiles should confirm this. And yes, we no longer have any AGP machines and/or AGP cards for testing available. I believe I can still find some R300 PCIe cards, which may still work with the current radeon KMS driver.
