Yeah. Max is probably right. KMS is possibly broken with AGP cards in general (generic issue in latest kernels maybe?). So with vga param the fallback is fbdev driver, otherwise vesa driver. X logfiles should confirm this. And yes, we no longer have any AGP machines and/or AGP cards for testing available. I believe I can still find some R300 PCIe cards, which may still work with the current radeon KMS driver. Never tested this though.
