It should be fixed in the current version.
Systemd now applied the local timezone from /etc/locatime if
/etc/adjtime contains LOCAL in the third line.
hwclock(8) is never called on a systemd bootup. We don't touch the
RTC at all by default. Only if NTP runs, it will be synced.
Frederic can you still reproduce it?
