Further information:
After doing the workaround steps, NetworkManager works fine.
However if I do "systemctl restart network" (without wpa_supplicant process
running), the problem appears again, back to square one.
So it is likely that whenever wpa_supplicant starts, it sets the device/driver
in a specific state. When starting NetworkManager, the specific state enables
it to detect that there is a valid wifi device. Then when shutting down
wpa_suplicant, it maybe sets the device/driver back to what it was before. But
since NetworkManager is already running, it continues working as it has already
initialized.
Now need to find out what the said state is...
Another possible but expensive investigation route: git bisect the two kernel
versions...
