I am not sure if KDE is not already working in the way you describe. The issue
at this moment is that the only icon that Chromium has is installed in the
directory /usr/share/pixmaps. This would take care of the Icon for the
menu-entry, but this won't work for the display of icons in other places.
The newer version of the Chromium package will install icons in the oxygen
icon-theme and as far as I know this would be the default icon set. So let's
see first if the new versions is resolving the Icon issue or that we have to go
upstream to KDE to have the fallback scenario that you described.
