I think lower level USB issues belong to the Bugzilla component "kernel". There is nothing what I can do when a printer is not accessible cf. https://en.opensuse.org/SDB:Installing_a_Printer Therein see in particular the parts about the "so called 'quirks' for particular USB printers".
