It's basically implemented for FATE#326451 (https://fate.suse.com/326451). Not based on any patch flags, but, as it IMO should be, based on packages. Several packages cause /var/run/reboot_needed to be touched if they are updated (incl. kernel). Since zypper-1.14.15:
Agreed, handling it based on packages is even better :-)
$ zypper needs-rebooting No core libraries or services have been updated. Reboot is probably not necessary.
Nice, but I have to admit that I never heard about "zypper needs-rebooting". OTOH, I use "zypper ps" since years - and even a zypper up/dup ends with a pointer to check it.
Bur we can add similar hints to the summary and ps.
