Can the others please double check whether they are also seeing this. Instead of "/proc/acpi/ibm/brightness" better look at: /sys/class/backlight/... for your supported amount of backlight levels. (or both, they "should" be in-sync...) Yes, both files are in sync. They return the same value.

This is the fix for this bug, but may cause the double switching on yours. IGD aka Opregion driven brightness switching has a hack/workaround added to explicitly grab the key and set the brightness, while in other case the key is processed by ACPI internally. Yes, I can see that line in my kernel-pae changelog.
Next, please do: dmesg |grep -i igd There should be a line: "Found IGD device" (from the core ACPI parts) and "IGD device detected - take over backlight switching" (from the thinkpad_acpi driver) Can you confirm seeing this or maybe there already something goes wrong? Sorry, "dmesg |grep -i igd" returns nothing.
What ThinkPad model do you use? It's a R400.
I run showkey and pressed Fn+Home.
