Several distros have looked at (or at least talked about) rpm playload
compression with LZMA:
Fedora (discussion only):
http://thread.gmane.org/gmane.linux.redhat.fedora.devel/60106/focus=60476
Mandrake: http://archives.mandrivalinux.com/cooker/2006-05/msg04158.php
Ubuntu (not rpm, strictly speaking, but analogous):
https://wiki.ubuntu.com/Dpkg7Zip
JBJ's rpm5 apparently has some support for this:
https://lists.dulug.duke.edu/pipermail/rpm-devel/2006-December/001992.html
Mandrake raises the significant concern that lzma requires a significant amount
of memory for decompression (512 MB was the figure cited). This might
significantly increase the amount of memory needed by the installer, thereby
increasing the hardware requirements for the OS; this could easily be a
deal-breaker.
OTOH, it might be worth looking into for compression of source packages (where
this might make a great deal of sense), rotated log files, etc., i.e. places
where we're already using bzip2 rather than gzip.
