tried your suggestion, with sequence as follows
1. today did os update with zypper dup,
same failure indicated trying to update pesign-0.112-2.9.i586 to
pesign-0.112-2.10.i586,
rebooted os
2. via yast deleted pesign-0.112-2.9.i586,
this also deleted kernel-syms-4.13.8-1.1.i586 and
pesign-obs-integration-10.0-35.2.i586
3. again did zypper dup,
this re-installed kernel-syms-4.13.8-1.1.i586 and
pesign-obs-integration-10.0-35.2.i586
4. now os does not have pesign installed and
neither zypper dup or yast are calling for it to be installed
5. pesign-0.112-2.10.i586 still fails to install but is it needed?
NB. the os was installed on reformatted partition per DVD snapshot of
30-Aug-2017,
so pesign could only have been pulled it at that time
