can you please tell which package triggered this error?
I installed latest fonts-config in a clean environment, and I can't reproduce this error.
Most likely you had an HOME variable set? Which is the default if you run it from a shell, but not if the run was triggered by something like a systemd service. To reproduce, unset the HOME environment variable, that should be the easiest way.
