The script shows
X-Start-Before: autofs
which should be OK. What me worries is the fact that it looks like ntpd is
able to stop the shutdown. I've never seen that. The /etc/init.d/ntp includes
the LSB head

which ensures that ntpd is off before network and any remote NFS share will
down. And systemd flags not only NFS but every remote share with the
$remote_fs dependency.
Are you using a chroot environment for your ntp? That is that
NTPD_RUN_CHROOTED in /etc/sysconfig/ntp is set to "yes" ...
How does your /etc/sysconfig/ntp looks like?
