Ok. The problem is... for openSuSE 12.2 anyway...the /etc/adjtime file was set wrong. It contained:
0.0 0 0.0 0 UTC
where the last value was supposed to be LOCAL ... from our preferences in the installation.
I confirm that. Also, the variable HWCLOCK in /etc/sysconfig/clock does not exist. However, there is another setting, USE_ADJUST="no"; it appears that (in 12.2) adjtime should not be used at all when time is set to localtime, so the contents should be irrelevant. In this case, you should not have the shifting clock problem.
