I've choosen the /etc/sysconfig/clock from 12.2 ... then only question is how the variable USE_ADJUST is used or could be used to enforce the systemd-timedated to use the two first lines of /etc/adjtime to adjust system clock by the offsets in /etc/adjtime ... or does systemd ignores this silently?
for timedated, /etc/sysconfig/clock is only read in Factory, not in 12.1 nor 12.2.
