We used to have a special case (IIRC preload ahci if ata_piix is loaded or so).
But that was around sles10 and was removed later as it was supposed to
be no longer required.
The random order is a problem of the modules.alias mechanism, as it does not
know about priorities. It pops up with all modules with overlapping
modalias information.
A generic fallback is, as you mentioned, a bit problematic as well,
as it can easily end up with loading a generic driver.
So, a workaround would be to give ahci a higher priority than ata_piix
and when ahci is loaded, load ata_piix after it?
