This does confuse our users, I get regulary "bugreports" about this. We should consider either to trigger a publish on enabling or to offer a switch and api call for this more prominent. However, since it does not make sense to trigger publishing during building, I think we do not offer a trigger for this but making this implicit. Otherwise we get bugreports that it is does not work (because people do not know that it depends on finished projects). Robert, Klaas, we may need to think and brainstorm about the general workflow how a project owner wants to do a real release handling. This could maybe hide the complexity of the project flags maybe.
