I guess it is not a fresh Installation.
There was a bug in a previous release, which is fixed in the current version.
The Problem is, that i do not clean up old found (and wrong) config files in
your home dir.
The config file is ~/.kde/share/config/kbluetoothrc
Delete it, start kbluetooth and choose "Don't start automatically", when
closing.
Have a look in the config, there musst be only one Section "[General]" with the
Option "AutoStart=false"
If you found the config file kdebluetoothrc, just delete it.
