It seems that the current libata host state machine doesn't like your ODD. Similar problems have been reported for other ODDs and are being debugged upstream. The old IDE layer's HSM is more permissive, so that's why it worked in older kernels. I'd like to take this upstream so that Albert (who has implemented libata HSM) can take a look at it. Can you be persuaded into trying vanilla 2.6.20.4? It should fail similarly. Please report the result of 'lspci -nnvvv', 'dmesg' and the result of 'hdparm -I' from SL9 (so that we know which ATAPI device we're talking about, if you don't have SL9 installed now, dmesg of successful boot will do too) to linux-ide@vger.kernel.org and cc me and albertcc@tw.ibm.com.
