This should be the same.
Whether you do throttling via /proc/acpi/processor/*/throttling or
p4_clockmode.
The recommended interface is throttling.
We have/had patches that do this after 10 seconds of idle time, but as
throttling is not that efficient and AFAIK could produce power waste on some
Intel SMP machines.
Can you try to use p4_clockmode and be sure it's going down.
Then also set throttling. This should make your system nearly unusable and more
or less prove that this accessing the same HW, at least that using both
interfaces is a really bad idea.
BTW: I wonder whether p4_clockmode and ondemand governor makes sense?
I remember very bad desktop experiences when I tried long time ago (IIRC this
still was with userspace governor, it might be better with ondemand). Windows
were redrawn slowly the first some 100 milli seconds, etc.
