No. That's a hint to KDE, as the name implies. If Xfce doesn't bother to honor that hint, that's bad for Xfce users.
Where is it standardised? Do we make our own standards now and blame others that *follow* the standard that they don't follow *our* standard?
IMHO it would be better to get an equivalent of X-KDE-RootOnly standardized by freedesktop.org or to add support for it (in one way or the other; other applications might be affected, too) to Xfce.
