I had explicitly stopped auditd after logging in into KDE, hence the "halt"
record in the log.
IMHO, /var/run/nologin gets created by the tmpfilesd service at some point
during the "init 3" or "init 5" operation - due to the defauilt
/usr/lib/tmpfiles.d/systemd.conf containing the "F /run/nologin 0755 - - -
"System is booting up."" line. That is the real bug imho - as the system is not
actually booting up nor is switched into single-user mode by init 3 or init 5.
