Yes, comment #1 is correct:

"Requires: branding-openSUSE" means: "It is legal to use this artwork only with
openSUSE branding." You probably don't want it.
Regarding comment #4:
If we are upstream, your branding package may supplement two different symbols.
"upstream" is a brand name for "artwork provided by upstream", it may be
exactly equal to openSUSE:
Supplements: packageand(yast2:branding-openSUSE)
Supplements: packageand(yast2:branding-upstream)
