OK, I confirmed that audacity's export should work without ffmpeg binary when it's linked with the proper libavformat. Then Recommends of ffmpeg-3 itself looks superfluous to me... At least with the currently released audacity package, it works fine without ffmpeg-3 (I replaced it with ffmpeg-4) for exporting to m4a, mp3 and ogg.
I have a tendency to accept hard requires that have been around for a long time, I need to work on removing them. Busy testing myself and will remove the ffmpeg requires altogether. Audacity has a preference function to locate the correct libavformat. Will see what happens if ffmpeg(ffmpeg-3 named ffmpeg in the case of Leap) isn't present.
