after upgrade to Base:System's
rpm -qa | grep -i systemd | grep 210
systemd-210-879.1.x86_64
systemd-sysvinit-210-879.1.x86_64
systemd-devel-210-879.1.x86_64
exec of
shutdown -h now
correctly shuts down the system. I.e., no more unintended reboot.
and, also checking
shutdown -r now
correctly reboots the system

what change was made? a drive brand/model-specific exception? or a more
general functional fix?
