Do we have a process problem here? Accoding to the changelogs,
the requests

were made as "update to docker 1.13.0 requirement", so I suppose they should
have entered Factory together with docker 1.13. The docker package was held up
by something, but runc and containerd went through and broke docker 1.12.x
dependencies in factory.
We've got plenty of automated checks in place, is it misguided to expect that
these checks would prevent a situation like this?
