So FTR: the issue has been introduced by the following commit:

bus-proxy: never pass on unmatched broadcasts
because it had the bad side effect to make the proxy filtered "JobRemoved"
signal out and systemctl waits for it in order to detect that the start/stop
commands has been proceed.
The thing is that the code has been drastically changed since v228: bus-proxyd
and all related stuff have been dropped, only systemd-stdio-bridge survived
(though I still don't see the usefulness of it) and has been totally rewritten
so it won't rely on the old proxy code anymore.
I think we could backport those changes in v228 as bus-proxyd is dead code and
thus make systemd-stdio-bridge identical to the one shipped by v234.
