Zypper always refreshes the repository even when it just refreshed it some seconds ago.
You've probably hit bug #304310.
This happens because zypper default option for repositories is "auto refresh". This is very annoying and took me a long time to figure it out.
Nope, it's because of the above bug.
Shouldn't the default option be "auto refresh disabled"? Or maybe just check a hash and refresh only when it's not refreshed?
The latter is how it's supposed to work. Please, retest with libzypp >= 3.22.2 (get it from factory, or wait for the RC1 release, or try the YaST Online Update - the fix should be available there, too). If it still occurs, please attach zypper.log (read http://en.opensuse.org/Zypper#Troubleshooting), otherwise please close this bug as duplicate of bug #304310. Thanx! JFYI, there is yet another option to manipulate the refresh behavior repo.refresh.delay=<minutes> in /etc/zypp/zypp.conf.
