I assume your "requires tag" should not point to
another /etc/sysconfig/SuSEfirewall2.d/services file,
here /etc/sysconfig/SuSEfirewall2.d/services/avahi
because this would introduce a RPM package dependency
from HPLIP to the package which contains the other
/etc/sysconfig/SuSEfirewall2.d/services/ file,
here the avahi RPM but the actual avahi software is not needed
because HPLIP implements mdns functionality on its own
so that a RPM requirement for avahi is partially wrong.
Therefore I assume your "requires tag" should point
to the actual port or service name (in /etc/services)
which is needed.
But then I do not understand why one should have two kind
of syntax which asks for a port/service, the existing way
and via another additional "requires tag"?
Furthermore what if for example
/etc/sysconfig/SuSEfirewall2.d/services/foo
contains only the entry
UDP="this"
but
/etc/sysconfig/SuSEfirewall2.d/services/bar
needs
UDP="this that"
BROADCAST="this that"
Finally have third-parties in mind, e.g. how should HP
provide a /etc/sysconfig/SuSEfirewall2.d/services/hplip
file in their tar ball without special knowledge what else
this might require in which particular version in which
of our products.
I think each provider of a /etc/sysconfig/SuSEfirewall2.d/services
file should be able to specify directly what his particular
service needs independent of whatever else stuff.
Then it belongs to the YaST firewall module to show the user
an intelligible dialog which makes the overall situation
obvious to the user (e.g. if there are duplicates or
even conflicts).
