As far as I know this is unique to openSUSE and my guess is that it was developed and provided because many users had a similar problem to mine: i.e. that Network Manager did not handle resume/thaw well enough to allow internet applications to connect to internet after resume/thaw. My issue is that now with 11.4 resume/thaw no longer works with Traditional ifup either. Ping www.google.com works fine, however, as I said before.
