First, I think Dave Miller likes the Intel Ethernet patches to come from Jeff Kirsher's tree, and that's why I suggested the other mailing list.
Yes, I know Intel wired lan drivers update normally go via Jeff's tree. But IMHO there should not be the only place to discuss the problem and patch. In any case thank you for the suggestion.
Second, instead of your patch, can you try using commit a67bc5ea20106ec "igb: Workaround for igb i210 firmware issue" and also this additional patch:

i210 and i211 share the same PHY but have different PCI IDs. Don't forget i211 for any i210 workarounds.
