Just start the rescue system and kexec kernel & initrd.
'start installed system' _never_ really worked. Simply because it is
a broken concept and _cannot_ work.
The only case where it sometimes works is the scenario described here. That
is, when a fresh install does not boot and you have to fix up the bootloader
setup. And that is a thing you can as well (resp. better) do from the rescue
system (even without kexec). And that is IMO, quite frankly, abusing this
feature. I do not see it as linuxrc's main task to cover up for broken ppc
bootloader config tools. I know it probably doesn't help you, but: What's
that 'repair installed system' option for, anyway?
I'm programming linuxrc for several years now and I can't remember a
single case where I used that option. It's basically there because this
was the way to start the second install phase, but that was really long
ago.
