Ahmmm ... the mount utility uses the glibc and therefore the normal
time of the user space is used that is /etc/localtime or overriden
by TZ environment variable, the same holds true for fsck.
Please note that the kernel its self is in UTC. With warpclock
of hwclock --systz you thell the kernel that the inital time from
the CMOS is not UTC but localtime and both warpclock and hwclock --systz
informs the kernel about this and the required time zone offset
for having UTC in the kernel. This had resolved several bugs
of e.g. mounting or checking file systems in the `future' for
server nearby the international dateline or due missed day light
saving time switches and CMOS running not in UTC.
If you want to enforce tz=UTC for FAT it should be checked if mount
will respect this, nevertheless I will not break all file systems
for the file system FAT.
