Seems to be worked around in the submitted cln. I traced it a bit into
binutils, and I definitely think it's at least a quality of implementation
issue in the ia64 ia, not a bug caused by gcc. It uses file number 2 also
internally when it sees one of the first pseudo mnemonics, and that then
clashes with the ".file 2" directive. IIRC that restriction could be relaxed
with a bit of work in binutils, but I neither did the work, nor did I want
to do it, as the usecase in cln (though valid IMO) occurs seldomly enough.
