I don't know how this backport repository works, but the nginx in it was 1.8.1, the same version as Leap 42.1/42.2. nginx in factory has been 1.11.x for some time, so it looks like someone intended not to backport 1.11.x.
Right, and we leave it to the packagers to decide how to maintain packages in Backports. We don't have a version update restriction, but we don't see a reason to impose it either. Definitely we want the security updates and why we need to be able to accept your SR.
BTW that's not the point I think..."any bugfix for backports has to land in factory first", just too strict. what if the fix works on older SLE infrastructure but breaks in Factory? different gcc versions can easily achieve that.
