The RPM on VideoLAN builds against openSUSE 11.0.
the Source rpm can be found at
http://download.videolan.org/pub/vlc/SuSE/11.0/src/libmad-0.15.1b-5.10.src.r...

What is the issue for you? Is there anything you need adjusted in the RPMs now?
If it's really the libmad from VideoLAN, I can't find the issue.
For more information, you can try to give the output of vlc -qi libmad.
The last line 'Distribution', and also the 'Vendor' would confirm if it's an
RPM from the VLC repository.
