I submitted a fix yesterday, should arrive in Tumbleweed together with the KDE Frameworks 5.36.0 update.
@Frank Kruger: If you want to try it now, please install libKF5ConfigCore5 and libKF5ConfigGui5 from here and then check whether those entries are still translated if you uninstall libKF5ConfigCore5-lang again. (bundle-lang-kde-de must of course be installed)

The shortcuts for spectacle are likely unrelated though, I don't think that's an openSUSE problem but rather a general design issue. The text is stored translated in the config file (~/.config/khotkeysrc). If you change the translation, this text won't change. So if you e.g. first login with the language set to english, that shortcut text will stay english even if you switch to german afterwards.
Actually I'm not sure that could even be fixed, since that text is completely user changeable.
A workaround should be to delete ~/.config/khotkeysrc and logout/login I think. (or manually edit the text, either in systemsettings5 or the config file)
Deleting /.config/khotkeysrc did the job. Thanks for your efforts.
