We never automatically added all partitions to /etc/fstab and also did not query users for every existing partitions during installation. And of course one can manually add all partition one wants to fstab with yast2 partitioner which makes the fielsystems to be mounted automatically at system startup. ad comment#11: I cannot conclude from the discussion that people want automatically added every partition to /etc/fstab. Please understand that such fundamental changes cannot be done without some coordination (and these coordination is done with feature requests). If I would implement it the way you want just to get rid of this bug and next release someone else complains that the previous method was superior. What to do then? Undo the change? Then you will complain again. So with some things it is simply not possible to make everyone happy.
